Proposals
A proposal is a draft rule. It is inert until accepted, which is the whole reason the queue exists rather than the skill writing rules directly.
Nothing to review. Proposals are created by the voice skill when it reads a sample the author attested he wrote, and they sit here until he decides.
A proposal changes no output while it waits. Nothing on this screen reaches an agent until it is accepted.
